Before saying anything else, let me just provide the following comparison.
What you're seeing here is the diffuse texture for "Abraxo", one of the games props. It has a resolution of 256x256 pixels.
Now, here's the same prop, but taken from Fallout 4's HD Texture Pack DLC:
It has a resolution of 2048x2048 pixels, which makes it a whopping 64 times higher res than its Fallout 76 counterpart.
I've studied many of the textures that makes up Fallout 76. In general, the texturing artists on the Bethesda team have based many of the assets on the Fallout 4 textures, but often added more grid/dirt to them. A pattern that can be seen on many of the games textures are black outlines on what is otherwise an original Fallout 4 diffuse texture.
This asset, though, is exactly the same. Except, it is 64 times smaller. And that's generally the case for most of the textures that makes up Fallout 76: They are lower resolution than earlier titles. And I'm starting to see why. Fallout 76 simply includes far more textures than previous titles. There's more stuff to see, more stuff to wear, more beasts to encounter.
Because of this, the total disk space requirements of Fallout 76 are greater than for Fallout 4, even though the textures are of lower resolution, oftentimes greatly so. Many of these won't ever be encountered by the majority of players: The Atomic Shop textures folder is the largest in the game.
No matter how hard I try to get started playing this game for more than a few hours, I just can't get myself to focus on the story and the lore. I'm playing this game in 4K, and I guess that makes these issues even more apparent.
I mean, here's a few screenshots.
Notice how some of the details here are of so low resolution you can barely make out the details. And it is impossible to make out the details on the car panel. What annoys me the most is that I just know that the original textures had plenty of details, but they were downscaled to make hardware requirements smaller. One reason why I know this is that I actively saw how the textures were being scaled down to make space for the Wastelanders update: https://www.reddit.com/fo76/comments/g2o1wz/texture_resolution_went_down_for_many_assets_with/ I also know it because many of the textures are based on much higher resolution Fallout 4 textures.
I went as far as performing machine-learning driven upscaling via a combination of ESRGAN and Gigapixel of every texture map in the game. The PNGs ended up filling over 700GB and with a combination of BC7, BC5, and BC1 compression and downscaling of specular, light, and normal maps, I managed to get the .dds textures and .ba2 archives down to a total of just over 200GBs. But unfortunately this worked better in theory than in practice. Having most of the diffuse textures in the game in 4K makes it unplayable even with +8GB of VRAM, and there are some textures that broke from the upscaling for unknown reasons (it may be related to a combination of changes to the color space and maybe assumptions in the game client about the native resolution of some of the textures. For example, there would be visual artifacts in the clouds, and some light sources would no longer appear to emit light).
In the end I found that this game either needs manual texturing work from modders or the Bethesda team releasing textures of higher resolution. I've submitted this feedback to the Bethesda team, but I'm not sure if they are going to act on it.
It is a shame, because the new lighting engine that came with the Wastelanders effort actually feels quite modern. The engine is slowly getting upgraded with features we've come to expect from modern games, and I welcome it.
What I'm hoping to achieve with writing this is to shed some light on just how low resolution this game actually is, and hopefully ultimately to get the attention from Bethesda or some promise of a texture pack. When gamers complain about games being "blurry", they often refer to a combination of low resolution textures and heavy post-processing. In Fallout 76s case, there's a lot to be desired in the texture quality.
Especially with this being an online game, the whole modding thing is complicated (what can be considered cheating? Transparent textures? It is a gray zone with many open questions), so that it makes it all the more important with an official high definition texture pack that won't ever enter any gray areas or be considered cheating or altering the game client.
